Add VPS clone scripts for sparse checkout without Docker
...
Track vps-clone-without-docker.sh and vps-sparse-checkout-no-docker.sh
so a fresh GitHub clone can run the helper end-to-end. Mark both
executable in git for ./ usage after clone.
